The NEC decides how dangerous the work will be.

Where the NEC governs installation and NFPA 70E governs work practices, the handoff is not clean — because a dozen NEC decisions made at design time determine the incident energy a technician will face for the next twenty years.

NEC: how it is installed. NFPA 70E: how you work on it safely. OSHA: the enforceable requirement that you do. The NEC is adopted into law by state and local jurisdictions; which edition applies to you depends on your AHJ, not on which edition is current.

§ Where the NEC hands off to 70E

What this means in a data center

The most consequential handoff is arc energy reduction. NEC 240.67 (fuses) and 240.87 (circuit breakers) require an arc energy reduction method where the device is rated or can be adjusted to 1200 A or higher: zone-selective interlocking, differential relaying, an energy-reducing maintenance switch, or an instantaneous trip setting, among others.

A maintenance switch is the clearest example of the handoff. It is an NEC installation requirement that exists purely to reduce the 70E hazard — a technician flips it before work, the instantaneous trip is enabled, clearing time collapses, and the incident energy at that bus drops dramatically for the duration of the task.

It only works if the switch exists, is labelled, is in the procedure, and the technician actually uses it. That is four failures waiting to happen, and the last three are 70E problems created by an NEC decision.

§ Design decisions that set field risk for twenty years

Overcurrent device selection and coordination. Selective coordination and low incident energy pull in opposite directions. Every decision to add delay upstream raises the hazard downstream.

Arc energy reduction method. Whether it is present, and whether it is usable by one person from outside the arc flash boundary.

Working space. 110.26 clearances that survive the cable tray, containment and the racks that get installed later.

Remote racking and remote operation. Not required by the NEC, but the single most effective engineering control available for medium-voltage gear.

Isolation points. Whether the topology permits a genuine ESWC one path at a time, or forces every task to be energized.

Labelling and fault current marking — 110.16 and 110.24.

Design out what you would otherwise train around

NFPA 70E Informative Annex O addresses safety-related design. The hierarchy of risk controls at 110.3 puts elimination first and PPE last — but by the time the facility is built, PPE is often the only control left available. The cheapest arc flash mitigation is a design review.
