The room everyone thinks is the safe one. It is full of energized equipment, worked mostly by people who are not qualified persons, at temperatures that would trigger a heat program anywhere else.
"It's only rack power." A dual-corded rack at 415/240 V with a 60 A whip is energized electrical equipment. Removing a receptacle cover, working on a whip termination or troubleshooting a rack PDU is electrical work — and the person doing it is frequently an IT technician, not a qualified person.
§ Electrical
- Rack PDUs, whips and connectors. Making or breaking a connector under load is the routine hazard. Verify the connector is rated for load-break, or de-energize.
- Dual-corded loads. Pulling one cord does not de-energize the device. Both feeds are live and independent.
- Busway tap boxes. Installing or removing a tap box is energized work on a live busway unless the run is isolated. Article 130 →
- Unqualified persons. Under 110.4 they must be trained in the practices necessary for their safety, and may not cross the limited approach boundary without a qualified escort.
- Under-floor and overhead cabling. Where the hall is built under NEC Article 645, the alternate wiring rules apply only while all the 645 conditions hold.
Rack PDU work performed by IT staff with no electrical training, in a facility whose electrical safety program never contemplated them. The program covers the electricians; the people actually touching energized equipment most often are not in it.
§ Heat — the overlooked one
Contained hot aisles routinely run 95–110 °F. There is no OSHA heat standard in force as a specific standard, but heat illness is cited under the General Duty Clause and OSHA has an active enforcement emphasis.
The compounding factor nobody addresses: a technician in arc-rated clothing in a contained hot aisle is carrying a heat load that generic heat guidance does not model and generic arc flash guidance ignores. Layered AR clothing has a real thermal burden, and the work is in the hottest part of the building.
Practical controls: work rotation, cold-aisle staging, scheduled breaks, hydration, and — where the task allows — doing the work from the cold aisle.
§ Physical
- Rack tip-over. A partially loaded rack with a heavy device extended on rails is a genuine crush hazard. Stabilisers and load-order discipline.
- Manual handling. Servers and switches at height, in aisles too narrow for good body mechanics. Lift assists exist and are usually in a storeroom.
- Powered industrial trucks and dock work — OSHA Subpart N, from the dock to the hall.
- Clean agent discharge. Occupant safety during discharge, and the noise level of the discharge itself.
- Egress. Cage build-outs, staged pallets and cable spools blocking exit routes — 1910.37.
