The most dangerous weeks in the building's life.
There is a moment when a piece of switchgear stops being construction material and becomes energized electrical equipment. Everything about how it must be worked changes at that moment — and on most projects nobody announces it.
Once equipment is energized, NFPA 70E applies to it — regardless of whether the project is complete, whether the certificate of occupancy has been issued, or whether the crew still thinks of the room as a construction area. The equipment does not know the schedule.
§ What changes at first energization

Arc flash labels are typically produced from the final study, which is typically completed near the end of the project. That means gear is frequently energized for weeks or months before it is labelled — during exactly the period when unfamiliar people are working on it. A preliminary study and interim labelling closes this gap, and it is cheap.
§ Commissioning levels and where the risk sits
Factory witness testing. Off site. Low site risk.
Delivery and installation verification. Equipment arrives and is inspected. Rigging and materials handling risk; not yet electrical.
Pre-functional / static testing. Megger, torque verification, continuity, point-to-point. Mostly de-energized — and the last phase where that is true.
Functional performance testing. The gear is live. Breakers operated, transfers performed, protective relays tested and often deliberately mis-set to prove a trip. Highest electrical risk in the project.
Integrated systems testing. Full-load bank, utility failure simulation, generator start and transfer, sometimes with IT load present. Multiple systems, multiple crews, deliberately induced failures.
L4 and L5 are the phases where a data center is deliberately made to fail, repeatedly, while people stand next to the equipment doing it. Automatic transfers close on command. Generators start without warning. Bus ties operate. Every one of those is an energization event.
Two controls matter more than any others here. First, a written and communicated energization status for every piece of gear, updated daily and posted at the room. Second, defeating automatic operation before anyone works on equipment that can be closed onto remotely.
§ Who owns the gear at each point
At any given moment during commissioning, exactly one party has authority to energize and de-energize each piece of equipment. If that party is not named, in writing, per system, the answer during an incident will be "the contractor thought operations had it, and operations thought the contractor had it."
- Before turnover — normally the electrical prime, with the commissioning agent directing the sequence.
- During phased turnover — the hardest period. Some systems are owner-operated and live; others are still contractor-controlled. Both are in the same room.
- After turnover — operations, under 1910 and 70E, with contractors as contract employers under 110.5.
A switching order signed by someone with no authority over the system, because the authority matrix was never written and the person on shift was the one available. This is the failure mode behind a meaningful share of critical-facility incidents.
§ Controls that actually work
Daily energization status board at each electrical room, listing every piece of gear and whether it is live, and who owns it.
Physical demarcation — barriers and signage under 1926.200 between construction space and energized space, moved as the boundary moves.
Preliminary arc flash study and interim labels before first energization, updated on completion.
Qualified person verification for anyone entering a live room — including OEM technicians and the commissioning agent's staff.
Defeat automatic operation during work. Generator auto-start, ATS and automatic bus ties.
Single written switching authority per system, per phase, with named alternates.
The 130.2(A)(2) additional person — commissioning is exactly the phase where permitted energized work happens, and now it needs two people.
