Subpart S — the electrical standard, and what it leaves out.
Subpart S is where OSHA's electrical requirements live. It is enforceable, it is where citations come from, and it is substantially thinner than most people assume — particularly on arc flash.
Two halves. Design safety (1910.302–.308) is derived from the NEC and governs the installation. Safety-related work practices (1910.331–.335) governs what people do around it. Definitions are at 1910.399.
§ The shape of Subpart S
Electric utilization systems — scope of the design safety standards.
General requirements — examination, installation and use of equipment; guarding of live parts; working space about electric equipment. The OSHA analogue of NEC 110.26.
Wiring design and protection — grounding, overcurrent protection, GFCI.
Wiring methods, components and equipment for general use.
Specific purpose equipment and installations.
Hazardous (classified) locations.
Special systems — over 600 V, emergency power, communications.
Scope of the safety-related work practices.
Training — who must be trained, and in what.
Selection and use of work practices — the de-energize default and the two exceptions.
Use of equipment — portable equipment, test instruments, cables.
Safeguards for personnel protection — PPE, insulated tools, alerting techniques.

§ Design safety in a data center
- 1910.303(g)(1) working space. Depth, width and height clearances about equipment likely to require examination while energized. In a data center this collides constantly with cable tray, containment and equipment staged in front of panels. See the NEC counterpart →
- 1910.303(b)(2) installation and use. Listed or labelled equipment must be used per the listing. Relevant every time a rack PDU or a busway tap is used outside its listed application.
- 1910.303(g)(2) guarding of live parts at 50 V or more. Missing dead-front covers is the single most common walkthrough finding in electrical rooms.
- 1910.304(b)(3) GFCI for receptacles used with cord-and-plug equipment in specified locations.
- 1910.308(a) systems over 600 V — medium-voltage service and campus distribution.
§ Safety-related work practices
Live parts to which an employee may be exposed shall be de-energized before the employee works on or near them, unless the employer can demonstrate that de-energizing introduces additional or increased hazards, or is infeasible due to equipment design or operational limitations.
That is the same two-exception structure as NFPA 70E 130.2(A), in fewer words. Everything 70E adds — the permit, the risk assessments, the boundaries, the PPE selection method — is method for satisfying this sentence.

§ Does 1910.269 apply to your site?
1910.269 covers the operation and maintenance of electric power generation, transmission and distribution installations. It applies where the installation exists for the purpose of generating, transmitting or distributing electric energy — not where it exists to serve the premises.
A data center campus with an owner-operated substation is where this gets genuinely arguable. If the utility owns and operates the substation up to the service point, 1910.269 is the utility's problem and Subpart S is yours. If you own and operate medium-voltage distribution across a campus, feeding multiple buildings, the analysis is less comfortable — and 1910.269 carries its own approach distance tables, arc-rated clothing requirements and minimum approach distances that Subpart S does not.
Campuses with on-site generation selling or exporting power make it harder still.
This is a jurisdictional question worth getting a written answer on before an incident forces the conversation. Note that 1910.269 does contain arc-rated clothing requirements at 1910.269(l)(8) — one of the very few places OSHA addresses arc flash directly.
§ Where Subpart S stops
No arc flash boundary. No incident energy requirement. No PPE category tables. No labelling requirement. No energized work permit.
All of that method comes from NFPA 70E — which is exactly why OSHA cites 70E through the General Duty Clause when an arc flash injury occurs.
