Chapter 2 — the chapter that decides whether your label is true.

Most 70E training spends its day in Chapter 1 and waves at Chapter 2 on the way out. That is backwards. The arc flash number on your label is a prediction about how fast a protective device will clear a fault. Chapter 2 is the chapter that determines whether that prediction is still accurate.

The chain

Incident energy is a function of available fault current and clearing time. Clearing time is a function of the overcurrent protective device operating as designed. Whether it operates as designed is a function of maintenance. A breaker that has not been exercised or tested in fifteen years may clear in seconds instead of cycles — and the number on your label understates the hazard by an order of magnitude.

§ Maintenance is a safety obligation, not a reliability task

This is the point the 2027 edition made explicit. Every Article scope statement in Chapter 2 was revised to read safety-related maintenance requirements. The technical content largely did not change — the framing did, and the framing is what an auditor reads.

The question to ask your maintenance team

Does your PM program reference NFPA 70E Chapter 2 anywhere? Are maintenance tasks documented as safety obligations, or only as equipment reliability tasks? If it is the latter, the program is complete and the standard is not satisfied.

Common finding

An arc flash study performed at commissioning, never revisited, on gear that has since had two capacity expansions and a utility transformer upgrade. The study is required to be reviewed at intervals not to exceed five years and updated when a major modification occurs. A new transformer is a major modification.

§ The uptime conflict

What this means in a data center

Concurrent maintainability — the ability to service one path while the other carries load — is the design feature that makes maintenance possible in a live facility. It is also the reason maintenance gets deferred: taking a path out of service reduces redundancy, and reducing redundancy during a heat event or a busy quarter is a conversation nobody wants.

The deferral has a direct safety cost, and it is not abstract. Every month a breaker goes unexercised, the clearing time assumption behind your PPE selection gets a little less true. The label does not change. The hazard does.

The argument that lands with facility leadership: an unmaintained protective device is not just a reliability risk, it is the reason your technician is wearing 8 cal gear in front of a 40 cal hazard.
