1910.178 — the loading dock is the busiest hazard zone in the building.

Every rack, every UPS module, every battery string and every crate of switchgear arrives on a truck and moves on a lift. It is the one area where heavy moving equipment shares space with people on foot, continuously.

§ Certification is not a card, it is an evaluation

Formal instruction — lecture, video, written material.

Practical training — demonstration and hands-on exercises.

Evaluation of the operator’s performance in the workplace, on the truck type they will use.

Re-evaluation at least every three years, and sooner after an accident, a near miss, an unsafe operation observation, an assignment to a different truck, or a change in workplace conditions.

Truck-specific and site-specific. A card from a previous employer for a sit-down counterbalance does not certify someone on your narrow-aisle order picker.

The raised floor is a load calculation, not a judgement call

Access floor tiles carry a rated concentrated load. A battery cabinet on a pallet jack concentrates its weight on small wheels. Route heavy loads on the slab or on load-spreading plates, and get the number from the floor manufacturer — not from “it held last time.”

What this means in a data center

A forklift charging area is a battery room with different governance. It has the same hydrogen, the same acid and the same arc risk as the UPS battery room — but it usually sits in a warehouse zone that the electrical safety program never looked at.

Common finding

A perfectly run forklift program at the dock, and a contractor’s uncertified helper moving a pallet jack loaded with two battery cabinets across the data hall floor because “it is only a pallet jack.” Manual pallet jacks fall outside 178, but the tile loading and the pedestrian exposure do not care.
