1910.269 — the standard that decides which rulebook the medium-voltage work runs under.
Most of a data center is a utilization installation and runs under Subpart S. The service entrance, the customer-owned medium-voltage loop and the on-site generation plant are where that stops being obviously true — and the answer changes the training, the PPE and the approach distances.
Subpart S (1910.301–.399) covers electric utilization installations — the wiring that serves the load. 1910.269 covers the operation and maintenance of electric power generation, transmission and distribution installations. The test is what the installation does, not simply what it is rated at.

Whether a given installation at your facility falls under 269 or Subpart S is a site-specific legal and engineering determination. It depends on ownership, function, configuration and the utility interconnection agreement. Make the call deliberately, document it, and have it reviewed. Do not inherit it from a previous employer’s program.
§ Why the ownership boundary matters so much
The point where the utility’s responsibility ends and yours begins is the single most consequential line in the electrical safety program, and in a large campus it is frequently not the meter. Ring-bus loops, customer-owned primary and shared substations all move it.
Get it wrong in one direction and you have people working under a program that was never written for the exposure. Get it wrong in the other and you are applying utility work rules to a 480 V PDU, which nobody will sustain.
Put the boundary on the one-line. If it is only in someone’s head, it does not survive a staffing change.
§ Where 269 differs from what your team knows
- Host and contract employer information exchange obligations that are more prescriptive than the general industry norm.
- Job briefings with specified content before each job.
- Minimum approach distances derived differently from 70E approach boundaries.
- Arc-rated clothing requirements driven by an incident heat energy estimate.
- Enclosed space provisions distinct from the 1910.146 permit-space rules — manholes and vaults.
- Qualified employee definition and training tied to the specific work.
NFPA 70E remains the consensus method most employers use to satisfy the electrical safety obligation either way. But 269 carries its own explicit requirements, and where it applies it is the enforceable one. See the OSHA ↔ 70E crosswalk.
