Fall protection is the most-cited standard in construction, year after year. In a data center build the exposures are overhead: cable tray, busway, rooftop mechanical and the generator yard.
Each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level must be protected by a guardrail system, safety net system, or personal fall arrest system. That is the general construction trigger. Subpart R sets 15 feet for steel erection connectors, and general industry uses 4 feet — which matters enormously at turnover.
§ Where the trigger applies
- Unprotected sides and edges — leading edges, open sides, roof perimeters.
- Hoist areas — where guardrails are removed for material handling, fall arrest is required.
- Holes — including skylights, at any height above a lower level.
- Excavations 6 feet or more where not readily seen.
- Roofing work on low-slope roofs — guardrail, net, PFAS, or a combination including a warning line and safety monitor.
- Overhand bricklaying, formwork, rebar, ramps, runways, and a catch-all for other walking/working surfaces.
§ Holes are the data center problem
A data center build creates penetrations everywhere — core-drilled floor slots for cable, raised-floor tiles lifted for under-floor work, open cable chases between levels, curb openings for future mechanical units.
A hole cover must be secured to prevent accidental displacement, capable of supporting twice the maximum intended load, and marked with “HOLE” or “COVER” or equivalent. A tile laid loosely over an opening is not a cover.
The raised access floor during fit-out is the single most common fall exposure in the building. It is only 24 to 36 inches, so nobody treats it as a fall — and it produces fractures and head injuries continuously.

Personal fall arrest anchorages must support 5,000 lb per attached worker, or be designed with a safety factor of at least two under the supervision of a qualified person. Cable tray, conduit, sprinkler pipe and busway are not anchor points, and they are what people tie off to in a data hall because they are overhead and convenient.
§ The moment the number changes
The day a hall is handed over from construction to operations, the governing standard changes from 1926 to 1910 Subpart D and the general trigger drops from 6 feet to 4 feet. The physical hazards did not change. The rulebook did.
On a live campus these two regimes coexist — Hall 4 is under construction while Halls 1 to 3 are operating, sometimes with a shared roof and a shared generator yard. Somebody has to own where the line is, the same way somebody owns the energization boundary.
A rooftop with a compliant warning line system installed for the roofing contractor, and a mechanical crew servicing a condenser eleven feet from an unprotected edge, outside the line, three months after the roofers left. The system was never re-evaluated when the trade changed.
