1926.651 — the duct bank trench is a confined space that can bury you.
Every data center site does substantial trenching: medium-voltage duct bank, chilled water mains, fuel lines, fire water, telecom entrances. A cubic yard of soil weighs about as much as a car, and a collapse gives no warning.
§ The numbers that decide the day

§ The competent person is the whole standard
One who is capable of identifying existing and predictable hazards in the surroundings, or working conditions which are unsanitary, hazardous or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them. Both halves are required. Somebody who can see the problem but cannot stop the work is not a competent person.
Daily inspections before the start of work and as needed through the shift.
After every rainstorm and any other hazard-increasing occurrence — and on a construction site, after every water-main test and dewatering event.
Soil classification — at least one visual and one manual test to type the soil, redone when conditions change.
Authority to remove employees immediately when a hazard is found. Put that authority in writing before you need it.
§ Underground utilities — the data center twist
- Locate before excavating — call the one-call service and determine the approximate location of underground installations.
- Hand dig or vacuum excavate when approaching the estimated location.
- Protect, support or remove installations as necessary to safeguard employees.
- On an expanding campus, the utilities you strike are usually your own — a live 34.5 kV duct bank from phase one, a fuel line to the existing generators, or a fibre entrance carrying production traffic. One-call does not cover private facilities. Your as-builts are the locate.
Private underground on a live campus is routinely mis-documented — routes shifted during the original construction and the drawings were never corrected. Treat electromagnetic locating plus vacuum excavation as the verification, and treat the drawing as the starting guess. A struck energized duct bank is an arc flash event in a trench with one ladder.
§ Atmospheric hazards
Where an excavation is more than 4 feet deep and an oxygen deficiency or hazardous atmosphere could reasonably be expected, the atmosphere must be tested before employees enter.
The expected source on a data center site is equipment exhaust — a generator on load test, a pump or compressor running at the edge of the trench, or vehicle traffic. Carbon monoxide settles into a trench and does not clear on its own.
The other is fuel. Trenching near an existing day tank, a transfer line or a historically contaminated area introduces hydrocarbon vapour. Test, do not assume.
A duct bank trench with textbook benching, a competent person on site, daily inspections logged — and a generator load bank test running 60 feet upwind for four hours. Nobody connected the two, because the load test was an operations activity and the trench was a construction activity.
