Enterprise-zone tax abatements and PGE power built the cluster; the urban growth boundary caged it. What's left is expansion inside the fence line — NTT building toward 354 MW, seven-plus projects grandfathered through permitting — and battery storage prominent enough that the moratorium names it. The regulatory picture
Enforcement. Oregon OSHA is a state plan (under DCBS) with its own rules and penalty structure, historically stricter and more inspection-active than federal OSHA
Licensing. Oregon has one of the strictest state regimes: BCD-issued licenses (general journeyman, supervising electrician, limited classes) with enforced CEU and supervision requirements
Also in play. Enterprise-zone property tax abatements built the Hillsboro cluster; the July 2026 moratorium and pending development-code amendments now gate new projects; no state sales tax
