The regulatory picture
Enforcement. State-plan state: VOSH (Virginia Occupational Safety and Health), run by the VA Dept. of Labor and Industry, enforces its own construction and electrical standards with local emphasis on construction hazards
Licensing. Statewide licensing via DPOR: journeyman and master electrician cards plus Class A/B/C contractor licenses with electrical (ELE) specialty
Also in play. Prince William Digital Gateway (once billed as world's largest DC corridor) died July 2026 after courts voided rezoning and Compass/QTS withdrew (Virginia Business, WTOP 2026); VA sales-tax exemption on DC equipment remains
