The build pattern here is hybrid: with SRP and APS restricting deliveries, the biggest proposed parks — Vermaland's 3 GW, Tract's 1.8 GW in Buckeye — plan their own solar, gas, and battery generation. That means the electrical hazard set on a Phoenix campus increasingly looks like a utility's: generation-class switchgear, dc storage at scale, and interconnections that never fully de-energize.
