Salt Lake City.

Utah's market runs just over 1 GW across 54 facilities, but the headline is Eagle Mountain: Meta's ~450 MW campus, QTS's $6 billion build with two thousand construction workers on site, and a Google campus waiting on power. Rocky Mountain Power has told developers new large-load grid service may not come until 2031 — so the market is building its own generation.

The market right now

Utah's SB132 lets loads over 100 MW contract for or build off-grid power, and roughly 200 MW of on-site generation is already approved at each of QTS Eagle Mountain and Novva West Jordan. UOSH, the state OSHA plan, covers the sites; DOPL licenses the electricians. The grid constraint means energization schedules slip, then compress — the classic recipe for commissioning-phase pressure.

The regulatory picture

Enforcement. State plan: Utah Occupational Safety and Health (UOSH) under the Utah Labor Commission enforces workplace safety in Utah.

Licensing. Statewide electrician licensing through Utah DOPL (apprentice, journeyman, master electrician classifications) under the Utah Construction Trades Licensing Act.

Also in play. Utah SB132 enables 100+ MW off-grid generation deals; Utah offers data center sales-tax incentives cited by Aligned as among the most attractive in the nation (Data Center Frontier).

What it means for the work

When a colo campus owns 200 MW of generation, its electricians inherit utility-class hazards: paralleling gear, gen-tie switching, protection schemes that don't sleep. That's a different 70E program than a dual-utility-feed building, and crews moving between the two need to know which one they're standing in.

UOSH state-plan jurisdiction plus a ~2,000-worker QTS build means concentrated NFPA 70E and commissioning-phase arc-flash training demand through 2026-2027.

Approved 200 MW on-site generation blocks at QTS and Novva put facility crews around utility-scale switchgear, paralleling gear and gen-tie work beyond normal colo scope.

Grid-constrained market: energization schedules slip and compress, driving high-pressure switching and temporary-power work at Eagle Mountain and West Jordan.
