The largest workforce in the building does electrical-adjacent work every shift and appears nowhere in most electrical safety programs. 70E has a complete framework for them — it just has to be applied to people who will never read it.
What racking legitimately is
Installing a server, landing its cords in a rack PDU, powering it on — done on healthy, listed equipment used per its listing, that is normal operation, and the standard permits it without ceremony. The chain of conditions holding that up is worth naming, because each link is checkable: the connectors are listed for the purpose, the equipment shows no evidence of impending failure, doors and covers on everything energized in the row are in place and secured, and the task never involves exposed conductors. Break any link — a damaged whip, an open panel in the aisle, a temporary cord assembly rigged around a failed rail — and the task has left normal operation, and an unqualified crew has no next move except stopping.
That stop is the entire design. The unqualified tier is not trained to assess electrical hazards; it is trained to recognise them and withdraw.
The boundary rules, translated for the rows
The limited approach boundary exists around exposed energized conductors — and a healthy data hall has none. Every panel dead-fronted, every busway tap closed, every whip connectorised: the boundaries stay theoretical, which is precisely the goal. They become real the moment any cover opens, and at 480 V the limited boundary — 3 ft 6 in. — reaches across a standard aisle. An electrician working an open RPP at one end of a row and an install crew rolling racks at the other are inside one shared space with one live boundary, and only one of the two crews has been taught what it means.
The workable site rule is physical, not conceptual: energized work and unqualified crews do not share an aisle. Barricade at the boundary, schedule around it, or escort — the permit's restrict-unqualified-persons element is exactly this, written down.
The exemptions have a residency requirement
130.3(C) exempts access and egress, housekeeping, and non-electrical tasks near energized equipment from the permit — for qualified persons, using Chapter 1 practices, with the restricted approach boundary never crossed. It is not a general amnesty for anyone walking past a panel; it is relief for the electrically trained doing incidental things. The unqualified population's protection is different in kind: distance, barriers, closed covers, and the awareness training tier of 110.4 that teaches recognition and avoidance. That tier is the 4-hour awareness course — built for IT, security and facilities staff who enter electrical spaces without doing electrical work — and in a hyperscale building it is the single highest-leverage training spend on the books.
An install vendor's crew moving racks through a corridor where a commissioning contractor had switchboard covers off — two employers, two scopes, no shared briefing, and the only person who saw the conflict was the security guard signing both crews in. Host and contract employer duties under 110.5 exist for exactly this collision; the sign-in desk should not be the last line of coordination.
Anything on the install beyond plug-and-rack on healthy gear? That is the stop condition. The walk tells the qualified crew what comes next.
